### Eni Nears Completion of Livorno Biorefinery Amid Regulatory Insights

Eni, the Italian multinational energy company, is poised to embark on the construction of its third biorefinery in Livorno, Tuscany. The project, which was first announced in October 2022, has been awaiting the final regulatory approvals since then.

#### The Proposed Project

The Livorno biorefinery aims to convert an idled conventional crude oil refinery with an 84,000 barrels per day capacity into a state-of-the-art facility focused on biorefining. This transformation aligns with Eni’s broader strategy to achieve carbon neutrality by 2050. The new biorefinery will be the country’s third biorefinery and will significantly boost Eni’s biorefining capacity.

**Key Components of the Project:**
1. **Biogenic Feedstock Pretreatment Unit:** This unit will convert waste raw materials, residues, and waste resulting from vegetable product processing into renewable feedstocks.
2. **500,000 Tons Per Year (TPY) Sustainable Aviation Fuel (SAF) Plant:** Utilizing Eni’s proprietary Ecofining technology, this plant will process 100% biofeedstocks to produce sustainable aviation fuel.
3. **Hydrogen Production from Methane Gas:** This plant will be crucial in producing hydrogen, a key component for various industrial applications and fuel cells.

#### Regulatory Process

The construction of the Livorno biorefinery is contingent upon receiving the final single-authorization and related building permits from Italy’s Ministry of the Environment and Energy Security (MOEES) in consultation with local authorities. Despite the ongoing preparatory works since January, the project awaits official approval.

Previous project approvals were granted by the MOEES, the Italian Ministry of Culture, the Italian National Institute of Health, and Tuscany’s regional government following an environmental impact assessment submitted in November 2022. The project has been approved for
