In a significant move towards achieving carbon neutrality by 2050, Eni SPA is ready to kickstart the construction of its third biorefinery in Livorno, Tuscany, pending the issuance of the final regulatory approvals. This ambitious project aims to transform the idled conventional oil refinery, marking a milestone in Eni’s broader decarbonization strategy.

Eni’s decision to convert its Livorno refinery into a biorefinery was first announced in October 2022, followed by a formal submission for an Environmental Impact Assessment (EIA) in November 2022. Since then, the project has undergone rigorous evaluation by various regulatory bodies, including the Italian Ministry of the Environment and Energy Security (MOEES), the Ministry of Culture, the Italian National Institute of Health, and Tuscany’s regional government. These assessments were conducted in collaboration with local authorities to ensure environmental compatibility and compliance with sustainability standards.
**Project Scope and Objectives**
The proposed transformation involves the construction of three new biorefining plants, designed to process various biogenic feedstocks, primarily vegetable waste and residues. The primary products will be hydrotreated vegetable oil (HVO) diesel, HVO naphtha, and bio-LPG. These circular economy-driven operations align with Eni’s strategic goal to increase its biorefining capacity from the current 1.65 million tonnes per year to over 5 million tonnes per year by 2030.

1. **Biogenic Feedstock Pretreatment Unit:** This unit will transform waste raw materials, residues, and waste resulting from processing vegetable products and oils into renewable feedstocks, supporting sustainable waste management practices.
