### Eni Brings Italy’s Third Biorefinery to Life: The Livorno Transformation
In a significant step towards its decarbonization strategy, Eni has announced that it is ready to initiate the construction of Italy’s third bio-refinery in Livorno, Tuscany. This project, which aims to transform the idled conventional crude oil refinery into a state-of-the-art biorefinery, has been eagerly awaited by environmental and energy experts alike.
#### Background and Objectives
The Livorno biorefinery project was first announced in October 2022, following a detailed Environmental Impact Assessment (EIA) submitted in November 2022. The proposed transformation includes the construction of three new biorefining plants designed to process various biogenic feedstocks, primarily vegetable waste and residues, into renewable energy sources. This initiative is part of Eni’s broader strategy to achieve carbon neutrality by 2050, which involves increasing bio-refining capacity from the current 1.65 million tonnes per year to over 5 million tonnes per year by 2030.
#### Plant Details
The new biorefining plants in Livorno will feature advanced facilities:
– **Biogenic Feedstock Pre-treatment Unit**: This unit will transform vegetable oil and crop residue into renewable feedstock, ensuring optimal utilization of bio-materials.
– **Ecofining Plant**: Utilizing proprietary Ecofining technology co-developed by Eni and Honeywell UOP, this plant will annually produce up to 500,000 tonnes of sustainable aviation fuel (SAF) and hydrogenated biofuels.
– **Hydrogen Production Facility**: This facility will generate hydrogen from methane gas, further enhancing the plant’s efficiency and sustainability.
#### Regulatory Approvals and Preparations
While Eni has already initiated on-site preparatory works for the new biorefineries, formal construction
