Eni awaits final regulatory approvals for Livorno biorefinery project

### Eni Set to Construct Livorno Biorefinery Amid Ongoing Decarbonization Efforts

Eni S.p.A., a leading Italian multinational energy company, is poised to initiate the construction of its third biorefinery in Livorno, Tuscany. The project, which has been awaiting final regulatory approvals, marks a significant step forward in Eni’s concerted efforts to achieve carbon neutrality by 2050. The construction activities are contingent upon the issuance of a Single Authorization and the related building permit by the Italian Ministry of the Environment and Energy Security, in collaboration with local authorities.

#### Background and Environmental Impact

Eni had already initiated preparatory work on the site, transforming the idled conventional crude oil refinery into a biorefinery as part of its broader decarbonization strategy. The proposal was first announced in October 2022, and since then, it has undergone an Environmental Impact Assessment (EIA), which was submitted in November 2022. This assessment involved collaborations with the National Institute of Health and Tuscany’s regional government, addressing concerns related to environmental sustainability.

#### Construction Plans and Expected Output

Once operational, the Livorno biorefinery will process various biogenic feedstocks, primarily vegetable waste and residues. It will leverage Eni’s proprietary Ecofining technology to produce 500,000 tons of renewable fuel annually, including HVO (Hydrotreated Vegetable Oil) diesel, HVO naphtha, and bio-LPG. These biofuels will adhere to the European Renewable Energy Directive, contributing to the region’s broader sustainability goals.

#### Strategic Importance

The Livorno biorefinery project is part of Eni’s larger initiative to transform its industrial operations towards a greener future. The company has already demonstrated its commitment through successful conversions of its Porto Marghera site in 2014 and the Gela refinery in 201
