**Eni Nears Completion of Italy’s Third Biorefinery Project in Livorno**
Italy’s leading oil and gas company, Eni, is poised to commence the construction of its third biorefinery in the port town of Livorno, marking a significant step in the company’s ambitious decarbonization strategy. The project, which follows previous approvals from regulatory bodies, is awaiting the final issuance of a Single Authorization and building permit by the Italian Ministry of the Environment and Energy Security (MOEES) in consultation with local authorities.
**Project Overview**
The Livorno biorefinery, which was first announced in October 2022 and followed by an Environmental Impact Assessment request in November 2022, aims to transform the idled conventional crude oil refinery at Livorno into a state-of-the-art biofuel production facility. This initiative is part of Eni’s broader strategy to achieve carbon neutrality by 2050 and to increase its biorefining capacity from the current 1.65 million tonnes per year (tpy) to over 5 million tpy by 2030.
### Key Components of the Project
1. **Biogenic Feedstock Pretreatment Unit**: This unit will transform various waste raw materials, residues, and waste resulting from vegetable products and oils into renewable feedstocks.
2. **500,000 tpy Ecofining Plant**: Utilizing proprietary Ecofining technology developed by Eni and Honeywell UOP, this plant will produce hydrotreated vegetable oil (HVO) diesel, HVO naphtha, and bio-LPG from 100% biofeedstocks.
3. **Hydrogen Production Facility**: This plant will generate hydrogen from methane gas, supporting sustainable energy transitions.
### Regulatory Approvals and Future Plans
Eni has already received project approvals from MOEES, Italy’s Ministry of Culture, the Italian National Institute of Health, and Tuscany’s regional government,
